Internal Tool Requirements Checklist for Non-Developers

Scope an internal app before choosing software: define users, records, permissions, workflow states, automations, integrations, reporting and launch constraints.

1. Name the operating outcome

Write one sentence describing what becomes easier or safer when the tool exists. “Track purchase requests from submission through order” is better than “build a procurement dashboard.” The outcome anchors every later decision.

List the entities the business cares about and how they relate. Do not turn every spreadsheet tab into a table automatically. A good data model mirrors durable business concepts, not historical workbook layout.

4. Write state transitions

For each workflow status, state which roles can move the record to which next states and under what conditions. Add exception paths explicitly. This is the most valuable part of the document for an AI or no-code builder.

5. Separate must-have from later

Version one should contain the smallest workflow that can replace the current bottleneck. Nice dashboards, advanced automation and edge integrations can come after the core record lifecycle is reliable. If the must-have list includes unusual infrastructure, compliance or engineering constraints, compare the no-code and custom-software paths before selecting a platform.
